Why are so many jets still hauling passengers to and from the foreign and domestic Covid-19 hotspots?

The cargo jets are understandable.  Passenger jets full of health care / emergency services personnel would be understandable, as would be jets full of folks getting back home after serving out a quarantine.  Tourism is not understandable; that is what moves the virus from here to there and everywhere.

It is hard to believe that the majority of aircraft shown in that screen shot (over 1200 flights are hidden due to being zoomed out so far) during a single moment in time on a late Sunday night (local time) are on crucial business. Just sayin'.

I have no conclusion or theory.  It just seems kinda counterintuitive ...
