Two major crime families are battling over turf; civilians be damned.
Once the USA crime family has cleared the bulk of their laundered assets from the Ukraine financial institutions the "peace" negotiations will begin with the Russian crime family.
No matter what kind of deal the "Big Guys" work out, the indigenous Ukraine crime families (and the righteous Ukraine Patriots and sundry separatist factions) won't find the settlement agreeable and they likely will soldier on, perhaps indefinitely, via guerrilla warfare.
